The President of Russia Vladimir Putin signed a decree on changes to the concept of migration policy for 2019-2025, the purpose of which is to reduce the outflow of Russians from the country that took place in 2022. It is Russian media reported.
The concept includes a clause that the authorities should create “attractive financial, social and other mechanisms for maintaining human capital and reducing population outflow” in Russia. The reason is that in 2022, “under changed socio-economic conditions,” the migration outflow of the population from Russia increased.
Also, the concept is supplemented by a paragraph, which refers to the need to “create conditions for the return” from abroad of residents of the occupied territories of Ukraine who left since the beginning of the full-scale invasion, and paragraphs on “creating conditions ensuring the possibility of participation in civil and other legal relations on the territory of the Russian Federation only for persons legally located on its territory,” as well as “against the formation of ethnic (multi-ethnic) enclaves.”
Recall that after Russian dictator Vladimir Putin announced a partial mobilization, there was a significant influx of Russians who sought to avoid conscription.
Later, the Russian Federation banned leaving the country after the summons was served.
