The Kremlin has considered reforming the Russian army because of a possible future military threat. This is stated in the summary UK Ministry of Defence.
British intelligence recalled that on January 17, Russian Defense Minister Sergei Shoigu announced a large-scale reform of the army, which is planned to be implemented in the period from 2023 to 2026.
According to the Russian Defense Ministry, Russian troops are planned to increase to 1.5 million people, that is, by 11%. Shoigu also announced the creation of the Moscow and Leningrad military districts, a partial reversal of the organization of Soviet troops in western Russia. They want to place the new building in Karelia, not far from the Finnish border.

“Shoigu’s plans signal that the Russian leadership is likely to believe that the heightened conventional military threat will continue for years after the current war in Ukraine. However, Russia is likely to struggle with staff and equip the planned expansion,” British intelligence notes.
Earlier, a new commander of the task force was appointed in the Russian Federation. The Russian Ministry of Defense explained this round by “increasing the leadership level of “special operations.”
