Congress of the Republic announced that this Friday, the 11th, a debate is scheduled on Executive Bill 1704, which proposes the repeal of Law 31355, a rule that develops the implementation of the issue of trust management, governed by sections 132 and 133 of the Constitution.
The said debate will be held at an extraordinary meeting Constitutional Commissionchaired by Member of Parliament Hernando Guerra Garcia, scheduled for 11:30.
“This could be a reason for a constitutional charge” against the prime minister
Hours before the announcement of the program for this session, Congressman Hernando Guerra Garcia, in dialogue with RPP News, supported the decision of the Board of Directors of Congress to reject the request of the prime minister.
We support the government’s decision Board of DirectorsPresident congress, because it is in accordance with the law, which clearly specifies which forms (…) and I believe that this can lead to a constitutional charge for presenting the text of the Council of Ministers,” he warned.
In this sense, he indicated that the issue had already been settled. Constitutional Court (CC) and that even the prime minister had agreed to uphold the decision of said organization.
“First, it should be remembered that when this law was issued CongressChairman of the Council of Ministers Mr. towersHe was Minister of Justice. He spoke out against it, said that it was unconstitutional and, as soon as it came out, he sent it to the TC. And he declares that if they did not agree with him there, then he was going to leave here. He didn’t leave it there because it’s stubbornness or stupidity,” he said.
“He knows that the law he proposes against the draft law is by all accounts unconstitutional, he knows that the TC has told him that what Congress is doing is right. It’s an attempt to want to play a hero,” he added.
PM to resubmit confidence issue to Congress
For his part, Prime Minister Anibal Torres will once again submit a request for confidence to the Congress of the Republic despite Parliament Speaker José Williams indicating that his request is “unacceptable”.
The aim of the initiative of the head of the Presidium of the Council of Ministers (PCM) is for the Legislature to discuss the project promoted by the executive branch aimed at the abolition of the rule governing a matter of trust.
“Considering the reference document, for the sake of respect for the constitutional rule of law, democratic institutions and the separation of powers, any decision on the issue of trust management enters into force only after it has been presented and supported in the plenary session. Congress in accordance with article 133 of the Constitution and article 86, paragraph c) of the Rules of Congress. In this sense, we reiterate the request to present the issue of confidence at the first meeting of the convened plenary meeting”, this can be read in the document sent to Hannibal Torres a Jose Williams.
