After the plenary session of Congress rejected a reconsideration of the vote that approved the resumption of debate on moving forward with the March 3 general election, the Constitutional Commission placed a forecast on the issue on the agenda for discussion.
The said parliamentary working group said via Twitter that tomorrow, Tuesday, starting at 9:30 am, it will be discussing a draft prepared by the commission itself, bringing together various legislative initiatives regarding the advancement of this year’s elections.
What does the report prepared by the Constitutional Commission say?
As read in checkthe goal is to “introduce, as an exception, a constitutionally valid mechanism to resolve the current crisis by putting the voter in the role of arbiter in the political crisis.”
In this sense, the initiative includes recommendations from election leaders that the period required for the electoral process can be “reduced to 230 days”, which does not mean “sacrificing minimal guarantees” for the conduct of legitimate and transparent elections.
Based on this, it is established that general elections are held “on the second Sunday of December 2023 for a period of five years.” That is, these will not be “additional” elections.
“The President and First Vice President of the Republic, elected in the 2021 General Elections, will end their terms on April 30, 2024. The President and Vice-Presidents of the Republic, elected in the 2023 general elections, assume their duties on May 1, 2024, and their term of office will expire on July 28, 2028,” the draft reads.
In terms of national representation, it specifies that congressmen “elected in the 2021 general election” complete their legislative work “April 30, 2024, assuming the functions of congressmen of the Republic elected in the 2023 general election on April 30, 2024 and complete their work. their representation on July 26, 2028”.
As for the Andean parliamentarians, they will continue their work until “December 31, 2026”. Elections for new representatives to the position will be held “at the 2026 regional and municipal elections to ensure periodicity.”
