During public hearings, the Plenum of the Constitutional Court (CC) voted on three jurisdictional processes, including the case filed Congress of the Republic against the judiciary, arguing that it lacks the power to interfere with ordinary and/or constitutional processes regarding the exclusive powers of Parliament.
The hearing began at 09:30 a.m. with oral presentations by lawyers on cumulative jurisdictional proceedings filed by the District Municipality of Barranco (case no. 00001-2021-CC/TC) and the Metropolitan Municipality of Lima (exp. no. 00004-2021-CC/TC) to the Ministry of -Utilities, construction and sanitation.
Both municipalities consider that in the annex DS 12-2019-VIVIENDA, ratified by DS 002-2020-VIVIENDA and D. Leg. Law No. 1469, which amends Law No. 29090, will affect the exclusive powers of local governments to set the parameters of the urban environment and development.

The Panel then reviewed Case No. 0003-2022-CC/TC submitted by the Congress of the Republic v. Power of attorneyin relation to the fact that the defendant has no right to interfere with ordinary and / or constitutional processes in relation to the exclusive powers that fall within his competence.
The articles of the Magna Carta under consideration relate to the election of magistrates constitutional Court and ombudsman; under the protection that suspends Law 31520, which restores the autonomy and institutionalization of Peruvian universities; investigation against the president of the National Electoral Jury, Jorge Luis Salas Arenas and others.
Judges Francisco Morales Saravia (President), Luz Pacheco Zerga (Vice President), Gustavo Gutiérrez Tise, Hélder Domínguez Aro, Manuel Monteagudo Valdes and Cesar Ochoa Cardic participated in the proceedings.
