The Congressional Constitutional Commission approved with 15 votes in favor and 8 votes against Draft Legislative Resolution 4010/2022-CR, which proposes to nominate a second legislature to February, 15 and ends June 15, 2023. This is done in order to expedite the vote in the second instance, which ratifies the project to advance the general election.
The initiative, originally presented by the Legislative Board of Directors, should go to the plenary session of Congress and be approved by at least 87 votes so that it can enter into force. It should be remembered that this project was promoted by the President of Parliament José Williams himself.
The approval of the project in a parliamentary working group chaired by Congressman Fujimori Hernando Guerra did not take into account the proposals of lawmakers such as Susel Paredes or decent streetwho indicated that it would be prudent to speed up the initiative and advance the legislature before 1 February.
Recall that the reason for this initiative is to speed up the vote on the draft of early general elections in response to protests that have taken place in different regions of the country demanding the resignation of President Dina Boluarte and the closure of Congress.
Reducing the mandates of heads of electoral bodies
After the vote on the legislative nomination is over, Constitutional Commission put on the agenda another constitutional reform project regarding the reduction of the mandates of the heads of the National Electoral Jury (ENV), Jorge Luis Salas Arenasand the National Office of Electoral Processes (ONPE), Pierto Corvetto Salinas.
In response, the JNE plenary criticized these claims and noted that the autonomy of the organizations in question would be violated.
“The bill, intended for specific individuals (contrary to Article 103 of the Constitution) without any valid arguments, is aimed at violating the autonomy of the constitutional bodies of the ENE and ONPE.bypassing our Magna Carta process of appointing its owners for a period of 4 years,” the document reads.
