The new bill is designed to solve the critical problem of August payments to military personnel.
Verkhovna Rada was adopted based on Bill No. 13573 in state budget amendments for 2025, which provides an increase in defense costs by 412.3 billion UAH. It has been known for the buncasting of the Parliament meeting on Channel Rada on Thursday, July 31.
The corresponding decision was supported by 332 representatives. The bill is now submitted by the leadership of Rada rather than a similar project No. 13439-3, previously adopted in the first reading. Some additional costs were deleted from the previous document.
According to the adopted document, the UAH 115 billion is allocated for financial support of military personnel of all defense forces, 216 billion UAH – for the purchase and manufacture of weapons, military equipment and drone. The remaining funds will cover other needs of the troops.
In addition, the bill provides for the new distribution of personal income tax from August 1, 2025: 60% of revenues will be sent to the Ministry of Defense for the purchase of drones, weapons and military equipment, 30% – the state of the pedagogical university for drones, 10% for the needs of brigades.
Financing is planned to be provided by increasing the increase of funds from the Ovzz by 184.9 billion UAH, excessive UAH budget adjustment of 147.5 billion, reducing ATVZ payment costs by 65.1 billion UAH and reducing the cost of loan delivery by 11.2 billion UAH.
