Sergei Marchenko explained that “we really have some freezes in the social and humanitarian direction.”
The priority of the state budget for 2024 is the security and defense sector, therefore an increase in social and humanitarian spending is not provided. This was stated by the Minister of Finance Sergei Marchenko in a discussion at the Center for Economic Strategy.
“We are quite cautious in adding or, let’s say, not indexing other expenses, except for the security and defense sector and humanitarian area,” – he said.
However, he said that in general these areas also have some increases: for education, between the first and second reading of the budget, an additional 12 billion Hryvnia was transferred for educational subventions.
“When we can, we will slightly add other areas that we consider the most deprived during the war But we try to do this with relatively limited resources, because, in principle, we have such an opportunity in terms of expenses”, added he.
According to him, the largest amount of spending is in the Armed Forces, it is the security and defense sector.
“At this stage, we clearly understand what the needs of the security and defense sector are and what part of the budget we should allocate to the security and defense sector that the funds allocated for the security and defense sector are sufficient to cope with we at least have the intensity and campaign that existed on 24,” concluded Marchenko.
Earlier, the National Bank of Ukraine changed the main macroeconomic indicators for the current and subsequent years. Thus, GDP growth at the end of 2024 will be 4% instead of 3.7% predicted in July, and at the end of 2025 – 4.3% against the previously expected 4.1%.
At the same time, the IMF predicts that in 2024 the Ukrainian economy will grow by 3%, and in 2025 – only by 2.5%.
