In Ukraine, at the beginning of 2024, there are 500 billion UAH of undeclared taxes in the shadows. In the future – after the measures taken – the amount may reach UAH 420-430 billion. The head of the tax committee of the Verkhovna Rada, Daniil Getmantsev, spoke about this in an interview with Economic Pravda, published on Tuesday, October 15.
“We believe that about half of the economy is in the shadows, but there are sectors, for example, trade, where it is 60-70%,” said Getmantsev.
According to him, if we compare the VAT receipts for the eight months of 2021 with the receipts for the same period in 2024, they increased by 73%. This significantly exceeds inflation, and due to the economic downturn, these are completely normal numbers.
“Our tax efficiency has increased by 14.2% – this is an indicator that allows us to calculate how much VAT is paid in the volume of tax transactions For alcohol, the tax efficiency in 2021 is 5.1% , and now – 7%. , this is plus UAH 1.2 billion in the eight months of the year Vyborg’s supply of legal alcoholic beverages increased by 28%,” said Getmantsev.
He recalled that last week the Verkhovna Rada voted for a bill establishing a guaranteed tax liability for distilleries based on their capacity, and not on how much alcohol they produce.
“From fuel we have plus UAH 5.1 billion, or plus 45% compared to 2023. Revenues from gambling business in 2021 amounted to UAH 204 million, in 2022 – UAH 730.9 million, for eight months of 2023 – 5.6 billion UAH, and in eight months of 2024 – 11.7 billion UAH Today, it is 13.5 billion UAH.
According to his data, revenues from PPO in the jewelry business in Ukraine increased by 67.8% in August 2024 to January 2024.

He also added that in terms of electronics revenue there was a plus of 34% since the beginning of the year and a 157.7% increase in VAT receipts (year-on-year).
