The Federation of Transport Employers explains its proposal by fearing that the document could create an artificial shortage of wagons in the market.
The Federation of Transport Employers of Ukraine (FRTU) sent a letter to the Deputy Prime Minister – Minister of Development of Communities, Territories and Infrastructure of Ukraine Alexander Kubrakov with a proposal to cancel the order dated November 30, 2021 No. 647 On the approval of the procedure for carrying out a set of diagnostics, repair and registration operations aimed at extending the service life of cargo vehicles established by the manufacturer, and the rules for extending the operation of such vehicles.
In particular, this order establishes a mechanism for carrying out a set of diagnostics, repairs and registration aimed at extending the service life of freight vehicles established by the manufacturer, and it is mandatory when carrying out a set of diagnostics, repair and registration operations. aims to extend the service life of freight vehicles established by the manufacturer, including railways for general use.
The FRTU explains its proposal by fearing that further implementation of the document could create an artificial shortage of wagons in the market, reducing GDP and tax revenues.
“The current state of the Ukrainian economy is deeply in crisis, and the further implementation of the order to remove the wagons poses a real threat to the entire sector of the Ukrainian economy. In 2024, as in the previous two years, the government will direct all taxes collected domestically for the war. The budget deficit is expected to be UAH 1.6 trillion, or 20.6% of GDP. Therefore, it is now necessary to take steps to stabilize the economy and support the industries,” the letter said.

The Federation believes that in these economic conditions it is inappropriate to limit the service life of cars beyond the normal service life.
“After all, such restrictions can create an artificial shortage of cargo vehicles in Ukraine. This will certainly lead to disruption in the shipment of raw materials and finished products, a reduction in low volume of production and exports of Ukrainian enterprises in various industries, which have only just begun to resume production thanks to the partial unblocking of Ukrainian ports. As a result, the reduction in GDP revenues, taxes and foreign exchange, increasing unemployment. The negative impact for the Ukrainian economy as a whole will be measured in tens of billions of hryvnias,” the authors of the letter believe, emphasizing that “the lack of cargo vehicles will lead to an imaginary increase in prices for their rental and the impossibility . physical transportation of goods necessary for the Ukrainian economy and the Ukrainian. army.”
To summarize, the FRTU in its letter proposes to the government to abandon administrative measures to limit the service life of cars based on the year of manufacture and introduce the condition of the rolling stock as a criterion.
We would like to remind you that it was previously reported that the Cabinet of Ministers ordered an audit of the efficiency of Ukrzaliznytsia due to the identified violations.
