Receiving a certificate of passing the auto-check does not mean that the declaration passed a full check, but indicate that it has a minimum risk factor.
The National Agency for the Prevention of Corruption (NAPC) has changed its approach to verifying the declarations of civil servants, including the involvement of artificial intelligence in the work. This was stated by the Deputy Chairman of the agency Artem Sytnik on December 21, the NAPC press service reports.
Previously, the agency was required to annually review the declarations of all senior officials. First of all, it is about the president, ministers, people’s representatives, judges of the Constitutional Court of Ukraine and the Supreme Court. Thus, more than 99% of declarations are not covered by system control.
“As a result, we have not met society’s expectations for the verification of declarations. Therefore, what has changed… All submitted declarations will be subject to a risk assessment. The declarations that will have the lowest rating of risk and can be automatically verified will be able to be verified using an artificial intelligence mechanism that will automatically “check,” Sytnik said.
We are talking about comparing the declaration data with other registers, checking according to certain “formulas”, for example, to identify signs of illegal enrichment, the presence of unjust assets, etc. Receiving a certificate of passing the auto-check does not mean that the declaration passed a full check, but indicate that it has a minimum risk factor.
“We predict that a third of the declarations will pass this check,” added the deputy head of the NACP.
Sytnik stressed that the agency can go back on these declarations if new facts are identified or receive a corresponding appeal.
Of the remaining 70% of declarations, those declarations with the highest risk rating are selected for full verification.
“The possibility of human intervention in the procedures of auto-check or automatic distribution is not included; it is carried out by a machine that uses software products in which security measures are taken,” said the deputy head of NAPC.
Let’s recall that in October, President Vladimir Zelensky signed a law on the renewal and opening of e-declarations for officials in Ukraine.
