Romania approved the conditions for the import of grain from Ukraine

A procedure has been established according to which the import of wheat, corn, sunflower and soybeans from Ukraine is allowed.

The Romanian government has approved a decree regulating the import of four grain crops from Ukraine. This was announced by Romania’s Minister of Agriculture and Rural Development, Florin Barbu, in a briefing following a government meeting on Thursday.

“Today the government adopted an emergency decree protecting Romanian farmers from grain imports from Ukraine. Based on a mechanism agreed with Ukraine, we are establishing a procedure according to which we allow the import of wheat, corn, sunflower and soybeans only on the basis of a marketing agreement issued by the Ministry of Agriculture economy and rural development,” he said.

According to Barbu, grain imports are only possible for Romanian farmers and processors who document that they are needed to replenish stocks. In addition, only grains that meet quality standards confirmed by ANSVSA certificates based on samples received and analyzed may be processed or used as feed.

Barbu also referred to the import mechanism, according to which Romanian farmers and processors wishing to replace their stocks submit documents proving the need for imports. The application review commission examines the documents and decides whether to allow the import or not. ANSVSA issues a certificate of conformity for imported products based on the analysis of the product sample provided to the importer. The Ministry of Agriculture of Moldova issues an agreement with the farmer or processor to supply the required quantity to the market. Before entering processing or supply, the product is inspected by ANSVSA to re-evaluate its quality.

“I cannot allow products affected by diseases and pests or not 100% safe for our consumption to enter the Romanian market. The marketing agreement will expire when the required import quality was achieved. The mechanism was agreed upon by our two farmers and the Ukrainian authorities “, stressed Barbu.

Answering the question about the possible expansion of the list of agricultural products subject to licensing, Barbu said that there is no such decision yet, but negotiations with Romanian processors and retailers will take place next week. The feasibility of any changes will be discussed with them.

We remind you that this week the President of Ukraine Vladimir Zelensky visited Romania. Based on its results, the head of state announced that a new grain corridor will soon be operational.

In turn, Romanian President Klaus Iohannis said that almost 60% of the total volume of grain exports from Ukraine is now brought to his country.
