Attempts by manufacturers to shift responsibility for failure to comply with the terms of government contracts to auditors is manipulation, the department said.
Since the beginning of the mass invasion of Russia, the State Audit Service of Ukraine has discovered abuses amounting to 6 billion hryvnias, which manufacturers, executors of government contracts in the defense sector, want to withdraw from the budget of the country. This is what the head of the State Audit Service Alla Basalaeva said, the press service of the department reports.
“The State Judicial Service identified many violations when unholy people made various schemes to illegally take billions of hryvnias from the state budget. Information about related violations was transferred to law enforcement agencies,” he said.
The GASU leader also said that all attempts by manufacturers to shift responsibility for failure to comply with the terms of 100% government-funded contracts to auditors is manipulation. As an example, he mentioned the situation in KB Ray.
“The conclusions made by the auditors will not lead to stopping the production of critical types of weapons, including some missile systems,” Basalaeva emphasized.
He noted that the State Audit Service is conducting an audit of KB Ray at the request of law enforcement agencies.
“KB Ray is the executor of a separate missile and anti-missile program, separately funded by the government. Therefore, the conclusions made by the State Audit Service as part of the audit of the Ministry of Defense do not affect in any way the availability of financial resources of the design bureau. Ray as program implementer. Therefore, any statements that the actions of the State Audit Service influence the development of missiles are manipulative. And according to the law, we can only record possible violations and recommend to eliminate the identified shortcomings as soon as possible,” said Basalaeva.
In addition, the head of the State Audit Service denied accusations of allegedly preventing defense enterprises from receiving income. He recalled that since July, companies entering into contracts with the Ministry of Defense were allowed to include profits in the price.
