The IMF did not count the implementation of the structural beacon – People’s Deputy

Yaroslav Zheleznyak explained that at the last moment a change was made in the wording of the text of the law, without anyone contacting the IMF.

The International Monetary Fund (IMF) did not count the implementation of the structural beacon on the elimination of the 2% single tax (EN) and the continuation of documented checks under bill No. 8401. This was stated by the first deputy head of the relevant parliamentary committee, member of the Golos group Yaroslav Zheleznyak on his Telegram channel on Tuesday, August 22.

“I received information from three sources – we have a problem with No. 8401 and a memorandum with the IMF. In short: the implementation of the structural beacon does not count there, because at the last moment there was a change in the wording of the text of the law, which no one agreed with the IMF. In terms of limiting checks “, – explained the choice of the people.

The head of the parliamentary committee on financial, tax and customs policy, Daniil Getmantsev, in an interview with Interfax-Ukraine, said that initially they proposed a strategy to focus on large and risky taxpayers when proceeding of inspections. This position was proposed for the second reading in the draft law No. 8401.

Getmantsev pointed out that, at the suggestion of the Deputy Head of the Office of the President Rostislav Shurma, a different design was chosen, according to which the checks were postponed until the end of martial law.

Zheleznyak noted that he, as well as the prime minister and finance minister, warned about the dangers of such a proposal, due to the implementation of this item by the IMF.

“In the end, in front of everyone present, I asked the question: “Who guarantees that the IMF will count the new text?” To which I received a response from Shurma: “We will carry out all the necessary negotiations.” promised also to give a new concept regarding an inspection body in three weeks (which, of course, nothing was done.) All factions are witnesses,” said Zheleznyak.

Getmantsev confirmed that it was at the suggestion of Rostislav Shurma that “the design was chosen, according to which we postponed the checks until the end of martial law.”

“Whether it will be accepted by the IMF, I’m not sure about it, but in a meeting with representatives of all factions, Rostislav assured that he will solve this issue within the framework of negotiations with the IMF,” said by Getmantsev.

Zheleznyak believes that the checks clause could be a problem when dealing with the IMF in the future as well. The representative of the town admitted the adoption of the bill at the last moment, when the text would be written “on the knees.”

Earlier it was reported that the Verkhovna Rada adopted a law on optimizing the structure of the gas transmission system operator of Ukraine, provided for a memorandum to the IMF.

In addition, on July 27, the Verkhovna Rada also adopted a draft law implementing a structural beacon of the IMF. The document amends the Budget Code in terms of foreseeability of budgetary policy and strengthening debt sustainability.
