The European Business Association has proposed a number of tax changes to the Ukrainian authorities to improve the economic situation.
The European Business Association turned to the Ukrainian authorities with tax initiatives that would help restore the economy. The appeal was sent to the head of the Tax Committee of the Verkhovna Rada Daniil Getmantsev, Minister of Economy Yulia Sviridenko, and Minister of Finance Sergei Marchenko.
In particular, the initiatives are related to telecommunication services, the taxation of Ukrainians in other countries, and the simplification of the payment of charitable contributions.
“The adoption of these changes will help restore production, increase exports, meet the needs of Ukrainian consumers and, as a result, restore the economy, maintain jobs, tax revenues in the state budget and strengthen charitable activities, ”the message said.
In particular, the EBA proposes to determine the status of Ukrainian citizens who have been forced to stay outside Ukraine because of the war, but continue to receive income from Ukrainian companies. This issue needs to be further resolved at the international level, which will allow the avoidance of double taxation of the incomes of Ukrainians and losses in the budget of Ukraine.
The Association also believes that under current conditions it is advisable not to charge personal income tax on salaries and material assistance to persons residing (residing) in the territory of communities where military operations are conducted and forced to leave their place of residence. This will help save money and invest it in restoring the operations of the most affected businesses and continuing to pay such workers.
The EBA also proposes to give the right to legal entities (in the general taxation system) by their own decision not to pay a single social contribution for employees called during the mobilization for military service in Armed Forces of Ukraine, and to simplify the regulation of the corporate payment card market – to form the sphere of corporate payment instruments and reduce the share of cash circulation in favor of non -cash.
In addition, the EBA proposes to adjust the taxation of service donations of electronic communications operators to support the telecommunications industry. And in the context of charitable activities, the EBA proposes to give non-profit organizations the opportunity to transfer funds not only to special accounts of the NBU, but also to all military formations. , institution, organization and authority, as defined by paragraph 63 of subsection 4 of section XX of the CCU. This, according to the EBA, will help provide targeted financial support to meet the needs of public authorities and health institutions.
According to the EBA, the losses of Ukrainian business during the two months of the war exceeded $ 518 million: in April, only 28% of companies were operating at full capacity. Basic business needs remain access to finance, logistics routes and retention of key employees to keep the business running.
The Association hopes that the adoption of their initiatives will bring Ukraine closer to success on the “economic front”.
Earlier, the Cabinet of Ministers said they did not plan to raise taxes, but were considering the return of VAT rates on imports and import duties.
