94% of government organizations audited by the National Council for the Integration of People with Disabilities (Konadis) failed to comply with Law No. 29973, which requires the inclusion People with disabilities in 5% of it form.
After verification, a total of 118 public organizations At all three levels of government CONADIS announced that only seven entities are meeting the PCD 2022 employment quota, they are concentrated in regional and municipal governments.
To fulfill the quota stipulated by law in the remaining 111 regions, 3,387 people must be hired.
Which institutions meet the standard?
In total, 246 people with disabilities, who have been working since last year, have been recruited from seven institutions.
Thus, the institutions that have fulfilled the employment quota: the municipality of the province of Contralmirante Villar in pedestalsfrom 6.55% (11 people); District Municipality of Independence in Lima, from 6.51% (37 people); Tumbes Regional Government with 5.84% (22 people); provincial municipality piura, from 5.34% (79 people); Regional Government of Loreto with 5.15% (54 people); Pasco Regional Government with 5.14% (13 people); and the regional government of Piura, 5.05% (30 people).
It is worth noting that although only 7 organizations met the quota, 118 audited organizations hired persons with disabilities, but they did not reach 5% of their forms.
The total number of employees employed by the audited institutions is 1,276 people with disabilities, of which 471 are women (37%) and 805 are men (63%). 46% of all workers with disabilities are CAS mode; and 54% in other modes such as Dec. leg. 276 (28%) and Leg. Dec. 728 (26%).
“State organizations are required to hire people with disabilities in the proportion of at least 5% of their entire staff, and private employers with more than 50 employees – in the proportion of at least 3%,” Konadis urged.
Vulnerable population
Due to the pandemic caused by COVID-19, people with disabilities and their families were the first to be hit because their economy was already precarious, informal and survivalist; blaming the highest rates of exclusion and neglect.
For this reason, it is imperative that all necessary efforts be made to close the gap in unemployment, which seriously affects more than 75% of people with disabilities of working age, allowing them to overcome administrative barriers, promoting equal employment opportunities for people with disabilities in accordance with the right to work recognized in article 45 of the Law No. 29973.
