ISW explains why Putin always talks about negotiations

Neither the Russian nor the Ukrainian sides are ready for a peaceful settlement of the military conflict on the territory of Ukraine, experts say.

Russian President Vladimir Putin is using calls for a negotiation process to isolate Ukraine from the support of Western partners. On Friday, December 9, the Institute for the Study of War (ISW) reported.

“He seeks to use any ceasefire and dialogue window to give his military time to recover, thus depriving Ukraine of the initiative,” analysts said.

They also pointed out that Russia and Ukraine are too far away for any agreement, let alone a long-term ceasefire in the entire theater of operations.

“It is more likely that Putin is intensifying discussions about the cease-fire primarily as part of an information operation aimed at deepening the rift between Ukraine and its supporters, portraying Kiev as unwilling to talk,” added of the Institute for the Study of War.
