The Ministry of Finance says they are ready to financially support the traditional external independent evaluation (EIA) in 2023.
According to the Deputy Minister of Finance, the state budget provides for 215 million hryvnias for the conduction of the EIT.
Thus, the department rejects the assumption that there are no funds for conducting a traditional external evaluation, Deputy Finance Minister Roman Yermolichev told Ukrinform.
As for education, I am convinced that the money provided for next year will be enough. This is a sufficient resource that guarantees both the payment of salaries to teachers and the conduct of an external independent assessment (I hope it will be). Although I am aware of the position of the Ministry of Education and Science, which wants to repeat the experience of conducting a national multi-subject test, – Yermolichev is quoted by Ukrinform.
He confirmed that, despite the fact that the country continues to discuss the conduct of UPE, the funds for its implementation are provided by the budget.
Now there is a discussion in the country: to be or not to be UPE. We have provided different options. So there is UAH 215 million in the budget for conducting an external independent assessment. Even in the face of uncertainty, we tried to work ahead of the curve, so that later there would be no accusations that the Ministry of Finance, they say, “did not plan funds for the EIT,” and therefore we will not carry it out, the Deputy Minister of Finance emphasized.
Earlier it became known that graduates completing a complete general secondary education in the 2022/23 academic year may be exempted from passing the state final certification. The corresponding bill was approved by the Cabinet of Ministers.
The government has also taken a step towards NMT in 2023, as it approved a draft law that would allow the MES to conduct an admission campaign similar to 2022 and organize university admissions in 2023 based on the results of a multi-subject test (MTT). This was announced by the representative of the Cabinet of Ministers in the Verkhovna Rada Taras Melnichuk.
The draft law establishes that admission to study for junior bachelor’s, bachelor’s and master’s degrees will be carried out in a special manner determined by the Ministry of Education and Science.
It has been established that admission to higher and professional higher education for training to obtain a junior bachelor’s, bachelor’s and master’s degree, which was carried out in 2022 in a special manner determined by the Ministry of Education and Science, continues for 2023, Melnychuk noted.
The Ministry of Education and Science is considering conducting a national multi-subject test as an alternative to the traditional UPE in 2023. The reason for the refusal of the UPE in the department was the obstacles to its organization and conduct, as well as the impossibility of testing potential applicants to Ukrainian universities temporarily located abroad.
The MES has previously argued that the NMT will maintain credibility for the admissions campaign and ensure security through the use of technological solutions.
