The Verkhovna Rada listened to the presentation of the Budget for 2023

The head of the Ministry of Finance presented the draft state budget for next year to the Ukrainian parliament.

The Verkhovna Rada heard a speech by Minister of Finance Serhiy Marchenko, who presented a draft of the State Budget for 2023. The project is planned to be adopted in its entirety under a shortened procedure at the end of October this year. This was announced by the citizen’s representative of the Holos faction, Yaroslav Zheleznyak.

“This is the first stage (the presentation of the draft by the Ministry of Finance), which takes place without a vote in the Verkhovna Rada. Today, before October 1, the people’s representatives must submit their proposals, amendments. Then , in the first week of October, the voting on the first reading should take place,” he explained.

According to him, the country’s authorities have taken the “moderately conservative scenario” in relation to GDP as the basis for the budget process. It was compiled on August 31 this year.

• Nominal GDP in 2023 is predicted to be UAH 6,399 billion (with real growth “+4.6%”);

• Inflation (December to December 2023) – 30%;

• Industrial producer price index (December to December) – 35.7%;

• Average salary – UAH 18,508;

• Unemployment rate – 28.2%;

• Trade balance – minus $14,248 million;

• Export of goods and services — $62,364 million (+9.1% growth);

• Import of goods and services – $76,612 million (+1% change).

Exchange rate:

• average for the period – UAH 42.2/USD;

• at the end of the period – 50 UAH/USD.

According to Zheleznyak, the final adoption of the 2023 Budget as a whole is planned for the third week of October.
