If bill No. 5708 “On the right to civilian firearms” is not adopted in the near future, then the Ministry of the Interior, by making appropriate changes to the department’s by-laws, will launch a Unified Register of Arms at the end of October. Deputy Interior Minister of Ukraine Igor Bondarenko said this in an interview with Ukrinform.
“The methods and processes that the system automates are being tested. If the relevant law is not adopted in the near future, by amending the departmental laws, we will launch the Unified Register of Weapons in the commercial operation at the end of October with the set of services ready and possible now,” he said.
Bondarenko confirmed that the Register can be fully operational by the end of October and citizens will be able to enter information there.
“They will be able to see information about themselves here, understand the relevance of the terms of the documents, receive new services, etc.,” explained Bondarenko.
According to the official, when the Ministry of Internal Affairs puts the registry into commercial operation, the ministry will receive a system security certificate against unauthorized access – the so-called certificate of approval of the integrated security system of information issued by the Special Communications of the State Service.
The deputy minister said that this system will document the entire “life” cycle of weapons – from their import or production to sale and destruction, which will help create conditions to prevent their illicit circulation . Permitting and registration activities will be improved, the processes of generating, issuing and recording permits for weapons will be automated, and appropriate electronic services will be created for citizens and business entities .
“In particular, the function of the Register provides for the creation of an electronic account of the owner of weapons, where a person can apply for the purchase and storage of weapons, change the storage area, update data and perform other mandated procedures,” the official said.
It is reported that the registry will store information about the logical connection between a citizen and a weapon.
It will be recalled that after the explosion at the exhibition, two military men in Chernihiv were notified on suspicion of violating the rules for handling weapons.
