Thomas-Greenfield recalled the words of the 33rd US President Harry Truman that the permanent members of the Security Council have a special responsibility, but “Russia’s attack on Ukraine dealt a blow to the heart of the UN Charter .”
“We will promote efforts to reform the UN Security Council. Among them is our co-sponsorship of a resolution on the power of veto, which asks permanent members to explain their veto power to the General Assembly. The Security Council must also better reflect current global realities and take into account geographically more diverse perspectives,” he said.
According to Thomas-Greenfield, the reform of the Security Council is one of the six principles that the United States has set for itself and calls on other countries to do the same.
In addition, for the United States, it is primarily:
– protect the UN Charter and act strictly in accordance with it;
– engage pragmatically with all members of the Security Council to eliminate threats to international peace and security – this should not be prevented by bilateral disputes;
– refrain from using the right of veto, except in emergency situations;
– to be leaders in the protection of human rights;
– Strengthen collaboration, inclusiveness and transparency.
“We have not always answered them in the past, but we are committed to them in the future. We also believe that these will be the right standards for all other members of the Security Council, especially for the permanent members,” said permanent representative. .
To be remembered, the UN Security Council on September 22 will hold a meeting at the ministerial level on the issue of Ukraine. It will focus on impunity and justice.
