Verkhovna Rada Today, on September 16, was supported by bill No. 13302 in the second reading of 239 deputies “On the formation of a specialized district administrative court, a specialized appeal court”.
This law is established by a specialized district administrative court and a specialized administrative court with their location in Kyiv and the extension of the territorial jurisdiction of these courts throughout Ukraine. They will receive the status of senior specialized courts, which means their leading role in the consideration of administrative cases.
The website of the Council says that this bill was developed to comply with the requirements of the Constitution, the Law “On Amendments to the Law of Ukraine” in relation to judicial bodies and the status of judges ”and some other legislative acts.
In addition, the creation of a court of public disputes, in which administrative cases against national bodies will be considered, is also provided by a memorandum of economic and financial policy of December 11, 2024, a report on Ukraine of October 30, 2024 according to the Ukrainian plan (Ukrainian facility), a roadmap on the Council on the offensive.
It is assumed that competition for the position of judges of a specialized district administrative court and specialized management of the court will be declared the Highly qualified Commission of the Judge of Ukraine within one month from the date of entry into force of the law.
The formation of a specialized district administrative court and a specialized appeal administrative court will increase the effectiveness of the protection of the rights, freedoms and interests of persons in the field of public legal relations, indicating the explanatory note of the bill.
