Evgeny Khmara had previously led the Center for Special Operations to fight terrorism – a separate division of special services.
President Vladimir Zelensky has assigned Evgenia Khmaru to the post of the head of the Center for Special Operations and the security service of Ukraine. The corresponding Decree No. 657/2025 was published on the State head website on Monday, August 25th.
“To designate Khmara Evgeny Leonidovich as head of the Center for Special Operations a security service of Ukraine,” the document said.
At the same time, Decree No. 656/2025, the President removed Khmara from the Post of the Center for Special Operations to fight terrorism, protection of the participants in criminal procedures and SBU law enforcement officials.
According to open data, little is known about Evgenia Khmara. Thus, in March 2019, former President Petro Poroshenko awarded him the Order of Danil Anger for the personal merits of strengthening national security, bravery, high professionalism and pattern fulfillment of the official duty.
Remember, on April 14, 2023, Zelensky appointed Khmara to the Post of the Center for Special Operations to fight terrorism, protection of participants’ criminal procedures and SBU law enforcement officials.
