Verkhovna Rada has adopted a law that returns selected powers to anti -corruption bodies – Nabu and SAP.

The Verkhovna Rada of Ukraine has adopted a law that restores the independence of anti -corruption bodies. Last week, another law was adopted, covering anti -corruption authorities with the prosecutor’s general. The adoption of the law has led to the largest protest in Ukraine from the beginning of the war, and also brought a sharp criticism of Kyiv by Western partners. By responding to the partners’ public resistance and anxiety, Vladimir Zelensky introduced a bill to Verkhovna Rada, which, according to him, will ensure the “force of the law enforcement system” and maintain “all standards for the freedom of anti -corruption institutions.” The National Anti -Corruption Bureau said Zelensky’s bill will return all the powers and guarantees of freedom for Nabu and CAP.

The provisions of the law

“For” the adoption of the President’s law as a whole, 331 parliamentaries voted. The meeting of parliament even for the first time since the beginning of a full -scale aggression has been bunched live. The document returns the former canceled guarantee of CAP’s Freedom and Freedom. Thus, the expert Anti -Corruption executive manager was able to carry out the management method of investigating the activities of the National Bureau of Anti -Corruption, and not under the control of the General Prosecutor.

At the same time, within six months after the law entered into the law, Ukraine’s Security Service should review the NABU, CAP and other bodies with entry into state secrets for cooperation with the aggression state.

Every two years, employees of these bodies undergo an internal test of a polygraph according to a procedure that consistent with SBU.

Reaction to Rada’s decision

In Germany, it is expected that Ukraine will continue corruption -fighting efforts after approved by law No. 13533, designed to correct Nabu and SAP’s independence situation.

The German Foreign Ministry called the law for the law “a positive and necessary step toward restoring lost trust.”

“Now it is necessary to continue the reforms in combating corruption,” the statement said.

President of the European Commission Ursula von der Lyain and head of European Council Antoniu Kostan has accepted the adoption of a law in Ukraine, which must restore the independence of NABU and SAP.

Koshta and Von der Lyain were called a “positive step” by the emergence of the signature of the President of Ukraine Vladimir Zelensky under law No. 13533.

“The reforms in the field of rules of law and the resistance to corruption in Ukraine should continue. It remains very important for the progress of Ukraine along the path of Europe,” the statement said.

The EU will continue to support these efforts, assuring Kosta and Von der Layen.

Questions remained

The European Commission reminds them that they expect to develop from Ukraine in the fight against corruption by introducing reforms, especially the appointment of the Bureau of Economic Security leader.

The European Commission Speaker Guillaume Mersier noted that in the short term, the European Commission expects the development of Ukraine in the field of high -law on various issues.

“First, Ukraine should begin the quick appointment of the Bureau of Economic Security head,” he said.

As the following steps, the EC spokesman indicates the continuation of the international experts as part of the highest qualification commission for the selection of judges, the appointment of four Constitutional court judges to undergo a international audit -adoption of law in administrative litigation.

“So, developing all of these facards in different areas of the rule of law is a really important step for us,” the speaker completed.

“As for today’s voting, which has only taken place in Verkhovna Rada, Rada has restored major care to ensure the freedom of anti -corruption bodies. In our opinion, the new law solves major problems related to NABU’s freedom and sap,” Mercier said.

“However, I would like to give up: This is not the completion of the process. The Ukraine’s process of entering into the EU will require a continuing effort aimed at ensuring effective ability to combat corruption and compliance with the principle of law management,” the European Commission spokesperson emphasized.

He emphasized that the EU hopes that Ukraine will “quickly fulfill these obligations and take specific steps in the field of law management.”

“We will continue to monitor the situation carefully and remain ready to support Ukraine in this process,” Guillaume Mersier said.
