The document contains provisions:

In a message common to the United States governments, Rwanda and Dr Congo on the occasion of peace negotiations held this week in Washington, it was noted that Qatar also participated in discussions to ensure the same as the initiatives of the two countries aimed at dialogue and stability in the region.
The war between the two countries worsens at the end of January, when the M23 rebel formation, which operates east of Dr. Congo with Rwanda support, captures the strategic rubber city – the capital of the province of northern Kiva. In February, the militants also conquered Bukawa – the capital of neighboring Southern Kiva. Both provinces are known for their rich mineral deposits.
Note that in March it was reported that Dr. Congo authorities wanted to ask the United States to support their troops against the rear of hate. In this regard, the United States planned to sign an agreement on the obtaining of rare metal metals to the Congo.
