Given the special situation and special feelings of our Ukrainian friends, who often perceive the expressions “in Ukraine”, “to Ukraine” as a sign of treating their country as non-sovereign, the Polish Language Council encourages the use of the syntactic form “in Ukraine” and “in Ukraine and not considers the form from “to” to be the only correct one (as you can read about correctness in printed publications), says the opinion of the Polish Language Council, which rmf24.pl quotes.
She recommended using the preposition “in”, especially in official communications and in the press, where the word “Ukraine” could be replaced by “Ukrainian state”.

It is argued that the use of the preposition “in” with the names of Belarus, Lithuania, Latvia, Slovakia and Hungary is confirmed by historical sources.
Such prepositions can be used today, although the citizens of these countries generally do not protest against the Polish preposition “on”, the Polish Language Council said in a statement.
At the end of its conclusion, the Rada called on both the supporters of change and the citizens of Ukraine to respect the customs of the Poles, which continue to take the form “in Ukraine”. As noted, this is not a sign of disrespect. Changes in the language are slow, not only in Polish, the linguists concluded.
