The head of the Commission refused to explain how they would check the candidates for the position of the Beb director, Viktor Dubovik said.
The competition commission for selecting the new Bureau of Economic Security (BEB) director has questions about the transparency of its work. Competition participants Viktor Dubovik said he received an official refusal to provide information on his own assessments and selection criteria, Unian reported Friday, May 30.
Dubovik referred to the document under the signature of the head of Laura Stefan’s commission, stating that “the competitive commission is not a topic of power and its decisions are not mandated for state authorities, local government, and other people.”
This method, according to experts, asks the very meaning of competitive methods, because it turns out that the commission does not recognize its decisions of those with legal forces – and therefore, the whole procedure for choosing the BEB director loses its legitimacy.
“This is not just a violation of transparency standards. This is the actual recognition of body impotence, which should guarantee beb’s freedom through an open competitive procedure,” said Viktor Dubovik.
According to him, this position is almost contrary to Ukraine’s law regarding the Bureau of Economic Security and the regulations of the competitive commission itself, which is directly allowed to have a competition, review the candidates and approve the results.
However, according to the logic of the commission leader, not one of these decisions is mandatory, and therefore – is not subject to control, appeal or even explanation.
“Not only does it rely on competition, but also in the system of selection of state bodies as a whole. It is a denial of liability under the cover of legal formulations,” Dubovik completed.
