The Ukrainian Ministry of Economics has published the text of the memorandum from the United States to complete the official agreement on economic partnership and the investment fund for restoration.

Due to the fact that the United States of America has provided significant financial and financial support to Ukraine since the full invasion of Russia in Ukraine in February 2022;
Given that the American people want to invest with the Ukrainian people in a free, sovereign and safe Ukraine;
Due to the fact that the United States of America and Ukraine strive for a long time in Ukraine and a strong partnership between their peoples and governments;
Considering that the United States of America and Ukraine recognize the contribution of Ukraine to strengthening the international world and security through a voluntary refusal of the third largest nuclear arsenal in the world;
Given that the United States and Ukraine intend to create an investment fund for restoration within the framework of an economic partnership between two peoples and governments;
Due to the fact that the United States of America and Ukraine held productive technical discussions in Washington, in the district of Colombia recently, from April 11 to April 12, 2025, to complete negotiations by agreement on the investment fund for reconstruction;
Considering that the United States respect Ukraine’s intention to avoid conflicts in developing an agreement with its obligations as part of joining the European Union or an agreement with international financial institutions and other official creditors;
Considering that without harming the residual political or legal procedures necessary to complete the agreements, the Prime Minister of Ukraine Schmigal will visit Washington, the District of Colombia, during the week of April 21, 2025, to meet with the Minister of Finance of the United States and to support the completion of the release of equipment.
It is expected that negotiation teams will be reported by April 26, 2025 to complete the discussions by this date and sign the agreement as soon as possible;
Thus, as a result, as confirmed by the signatures below, the United States and the Ukrainian government sign this memorandum of intentions in order to complete the preparation of the necessary documents for the official conclusion of an agreement on the economic partnership between the peoples of America and Ukraine and the creation of an investment fund for reconstruction.
