In 2024, more than 500 people who went abroad with the help of the Ministry of Culture and Strategic Communications did not return to Ukraine.

He commented on the decision of the Ministry of Culture to suspend the issuance of assistance to the departure of artists and the media abroad, which was reported on the morning of February 27.
According to Zolotukhin, for each escape, the police opened a criminal case in accordance with Article 332-3 of the Criminal Code (illegal crossing of the state border of Ukraine during a special period).
At the same time, MCSC officials automatically participated in these criminal cases, since the investigation also considers the problems of organizing illegal crossing the border.
People who put their signatures under these proposals automatically become suspects at the moment when a person refuses to return to Ukraine, writes-Zolotukhin.
The Ministry does not provide a border crossing, because it does not have such authority, but only sends letters to the State Border Service, which decides on the execution of the intersection.
In this case, it is accepted exclusively in the presence of a long package of accompanying documents from a person’s person. If there are no documents, then STSU cannot be provided, and therefore ICSC will not be sent, because such a protocol, ”Zolotukhin explained.
He emphasized that the sentences of the proposal exist outside the legal field, because there is no document that would regulate the right of ICSC or any other department to contact the SPSU in order to allow a person to cross the border during martial law.
Any attempts to improve the regulation of this problem at the cabinet level are found on the wall of failures due to the fact that defense forces do not have a measurement of “cultural diplomacy” or any other, and there is only a measurement of the “mobilization resource”, which is reduced through such flights abroad. Several proposals that were put forward were not supported, ”the Minister’s adviser wrote.
He also added that the people’s deputies refused to adopt a law that would make criminal liability for the non-return of a citizen of Ukraine with reasonable age from abroad.
That is, the citizens of Ukraine who left legally (in accordance with documents and letters) and did not return, in fact remain unpunished. Instead, all responsibility for them (including the criminal) lies with civil servants (including women with young children who do not listen to de-metall and in no way guilty)-Zolotukhin summed up.
