He noted that in the process of ending any conflict, parties that cannot achieve their highest goals must be ready to make concessions. At the same time, the Secretary of State refrained from giving details about possible concessions to Ukraine.
“We will not be the first to discuss the details of the negotiations. These issues, especially at this level, should be resolved diplomatically, and not publicly. both Ukrainians and Russians”, he added.
When asked about a possible timeline for a ceasefire in Ukraine, Rubio said: “It will be a priority for the president, so the process will begin almost immediately. There are steps being taken to prepare, but it will be difficult because it remains the battle is bloody.
At the same time, he emphasized that the end of the war is necessary: ”Russia is the aggressor in this conflict, but the war must end. This is the complexity of foreign policy.”
