Information about the alleged start of registration and fines for drivers for lack of “insurance” in automatic mode is spreading across the network.
The Patrol Police explained that this information is untrue, since there is no legal basis for using an auto-recording system for this particular offense.
Changes are needed to the Code of Ukraine on Administrative Offenses and by-laws regulating this issue, where it is necessary to provide for the possibility of recording this offense.
The auto-fixation system has not yet been technically adapted to record this violation, the Kyiv Patrol Police assured.
This issue will be studied both technically and normatively, and we will inform citizens in advance about the start of recording this type of offense automatically, from official sources as before.
But the police reminded that this violation can still be recorded when the vehicle is stopped by the police, so the policy must be issued, because this is not only a requirement of the law, but also of safety.
On January 1, 2025, a new car insurance law came into force. The cost of insurance policies has increased significantly. The mechanism for holding those who do not have insurance accountable has also changed.
As Economic News reports, according to the new law 3720-IX “On compulsory insurance of civil liability of owners of land vehicles,” a new method of imposing fines for the absence of a motor vehicle policy is regulated.
So Art. 9 of the new law contains the following text:
Checking the availability of valid compulsory civil liability insurance contracts is carried out:
The relevant units of the National Police of Ukraine during the implementation of traffic regulation and control over compliance with the Traffic Rules by its participants and the legality of operating vehicles on the road network (including the use of special technical means operating in automatic mode and in photography and video recording mode ), as well as when preparing documents about violation of traffic rules and preparing materials for a road transport incident.
