President Vladimir Zelensky signed a law giving the right to a deferment from mobilization to civilians who were captured in Russia.
The Ukrainian parliament adopted draft law No. 12104 and on November 20 sent it to the head of state for signature. And on December 31, the president returned the law with his signature.
This document amends Art. 26 of the Law “On Military Duty and Military Service”. It states that people who have been captured in Russia can be called up for military service only with their consent.
This law also provides a deferment from mobilization for those whose relatives died or went missing in the war. By “relatives” we mean husband, wife, son, daughter, father, mother or full (full, half) brothers and sisters. The law eliminates the legal uncertainty of the grounds for deferment
Let us recall that on December 30, President Vladimir Zelensky Law 4170-IX on the liquidation of MSEC, stipulating that from January 1, 2025, instead of MSEC, expert commissions will work in cluster and supercluster hospitals, which will conduct assessments in accordance with the criteria of the International Classification of Functioning, Disability and Health I.
