The Ministry of Culture and Strategic Communications (MCSC) draws attention to the fact of the illegal construction of a hotel near an important place of pilgrimage for the Jewish community – the tomb of Tsaddik Nachman in Uman, Cherkasy region. The latter is included in the State Register of Immovable Monuments of Ukraine and is under state protection. This is discussed in a message on the ICSC website.
“Any construction in its protected zone must be carried out exclusively in compliance with the standards of the Law of Ukraine “On the Protection of Cultural Heritage,” the message said.
The Ministry of Culture, in a letter dated October 30, 2024, refused to approve the design documentation for the Brilliant Ravina service cooperative for the construction of a five-story hotel in Uman due to the incompatibility of the adopted which is an architectural solution to the requirements in the field of cultural heritage preservation.
The specified plots of land are within the protection zones of the state historical and architectural reserve of Old Uman and within the historical and cultural center of Bratslav Hasidim, as well as within the limits and modes of use of the historical area of Uman (central city historical area).
“New construction in these zones is possible only in exceptional cases and only according to projects developed based on historical and urban planning rationale. In protected zones, construction, excavation work and structures that violate the fundamentals of preservation of the monument and its traditional environment is prohibited,” the ministry said.
The Ministry of Culture, together with the Cherkasy Regional Military Administration and other relevant government bodies, will continue to take the necessary measures to suppress illegal activities in the security zone of the historical monument.
