Kellogg’s plan for Ukraine
This spring, Kellogg co-authored a plan for resolving the war in Ukraine published by the America First Policy Institute.
According to this plan, the United States should promote a ceasefire and seek an agreed resolution to the Ukrainian conflict. At the same time, Washington will continue to provide Ukraine with weapons to prevent new Russian attacks – but only if Kyiv agrees to peace negotiations. The United States will also warn Moscow that if the negotiations are rejected, Washington will increase the amount of aid to Kyiv.
To encourage Russia to participate in the negotiations, the United States and other NATO countries will postpone the question of Ukraine’s membership for an extended period in exchange for “a broad and verifiable agreement with security guarantees. “
Ukraine will not have to give up its intention to return all the territories seized by Russia. However, Kyiv must agree that only diplomatic means will be used to achieve this goal and the process may take a long time.
For Russia to agree to the agreement, it was proposed to partially lift the sanctions imposed against it, but at the same time introduce duties on Russian energy imports to finance the reconstruction of Ukraine.
As Reuters writes, the plan also contains a proposal to freeze the front line in its current form.
Can it work?
Trump has not yet confirmed that his proposals for Ukraine will be exactly those outlined in the document prepared by the America First Policy Institute.
Trump’s critics fear he will try to force Ukraine into a peace deal on unfavorable terms (a freeze on the conflict or territorial concessions) by threatening to cut off military aid.
Ukraine has repeatedly stated that it will not agree to any territorial concessions or a freeze in the conflict.
In June 2024, Russian President Vladimir Putin named his own conditions for ending the war. This includes the withdrawal of Ukrainian troops from the entire territory of Donetsk, Luhansk, Zaporozhye and Kherson regions (these regions that Russia is trying to annex), as well as Kyiv’s refusal to join NATO.
