The Kremlin believes that the future of these territories should be decided between Russia and other states – Hungary, Poland, Romania.

The Deputy Head of the Main Intelligence Directorate Vadim Skibitsky noted that the Ukrainian intelligence is familiar with this document. “This document was prepared by the Ministry of Defense and the General Staff of the Armed Forces of the Russian Federation in December last year. This document forms the basis for long-term defense planning for a certain period of time – not less than 10 years. In particular, this document was developed for the period 2026-2035 with a view to 2045,” said Skibitsky.
According to him, what is stipulated in the document concerns the further development of the situation at the global and regional level, and the threats that the Russian Federation sees itself. Skibitsky also emphasized that in order to have strong economic, demographic, territorial and military potential, Putin needs the whole of Ukraine.
