Deputy Defense Minister Ekaterina Chernogorenko announced this at a briefing at the Ministry of Defense on November 18.
The main idea is that a person can register with the state on his smartphone from any convenient place, become liable for military service and show that he is fulfilling his duty according to the law through such an online tool. And all this is the transformation of Reserve into a full-fledged alternative to the TCC,” said Chernogorenko.
The option of document verification through Bank ID is being considered.
In addition, Minister Rustem Umerov announced his intention to “move away from busification.” According to the Minister of Defense, it is planned to abandon the forced recruitment of citizens and introduce new mechanisms for military service. He also announced the position of a military ombudsman.
The minister explained that this does not mean that the TCCs are bad, but the Ministry of Defense hears about the problems and makes it their goal to replace them. Response work is underway.
As Chernogorenko explained, a person now needs to physically come to register with the TCC:
In 2025, we want to launch the opportunity not to go to the TCC and present your paper identification documents, but to make this possible through, for example, verification in Bank ID, through confirmation of documents from the State Migration Service, the Unified State Demographic Register.
She said that the corresponding work is now underway, and some changes need to be made to the legislation.

We are not stopping to find a solution in this regard,” Umerov said.
The minister added that the Ministry of Defense is taking a balanced approach to this issue, legal options are being worked out, and in particular, if there is a certain reformatting, then how will it be more effective than the structure that exists now.
Who will manage it and how? How will it be serviced? That is, we are currently discussing this internally,” Umerov said.
As Chernogorenko noted, the load on the TCC will decrease as soon as it becomes possible to perform offline functions through the application online.
