The Budget Committee of the Verkhovna Rada today, November 18, agreed on the draft State Budget for 2025 for the second reading.
First Deputy Head of the Parliamentary Committee on Tax and Customs Policy Yaroslav Zheleznyak announced this in his Telegram channel.
24 committee members voted for the decision, one was against it, and three more abstained.
Next is the meeting of the Rada this week, where the final vote in the second and overall for the law should take place,” Zheleznyak noted.
According to him, only two amendments were supported during the committee:
- do not transfer hospitals to treasury services;
- remove the rule on the possibility of parties investing in government bonds.
For the second reading, the committee proposed changes:
- 2 billion dollars (90 billion UAH) of loan funds will go to the state budget from Great Britain to cover military expenses, namely the purchase of weapons. They are reflected in the special fund for external borrowings and expenses of the Ministry of Defense;
- left 4% of personal income tax (except for military) in communities (i.e. in total there will be 64% for communities) for payments for utilities and energy and, accordingly, the subvention to regional budgets to cover the difference in tariffs of 12.2 billion UAH is canceled ;
- front-line communities were allowed not to transfer reverse funds to the state budget (a total of UAH 593 million);
- +128 million from Ukrzaliznytsia for co-financing of the European project for the development of railway infrastructure (in fact, the railway track). Co-financing is a mandatory condition for the provision of European funds;
- +277.1 million UAH NAS, including for research in the military sphere;
- excluded the possibility for political parties to buy military government bonds (Article 49 of the budget);
- eliminated the obligation for hospitals to keep money in accounts in the Treasury (clause 28 of the final provisions).
The rest are as presented by the Government,” Zheleznyak noted.
