The ban for persons liable for military service to move through the territory of Ukraine without permission from the military registration and enlistment office will be canceled.

On July 6, President of Ukraine Volodymyr Zelensky announced such a decision during a report by Commander-in-Chief of the Armed Forces of Ukraine Valeriy Zaluzhny at a special meeting. The head of state drew attention to the fact that the Ministry of Defense is the subject of the formation of state policy in this matter, and the Cabinet of Ministers can restrict the constitutional rights of citizens during martial law by its acts. This is reported by RBC-Ukraine and Ukrayinska Pravda, citing trusted sources.
Zelensky instructed to cancel the procedure adopted by the General Staff in order to finalize it while maintaining the country’s defense capability.
Subsequently, the Commander-in-Chief of the Armed Forces of Ukraine Valeriy Zaluzhny announced in Telegram that the Chief of the General Staff of the Armed Forces of Ukraine, in order to prevent further manipulations around this issue, decided to cancel the order and send it for revision.
He added that the updated document will be developed on the basis of amendments to the laws of Ukraine and by-laws regulating the movement of citizens under martial law. The existing legislative base does not take into account today’s realities and does not provide effective mobilization mechanisms.
I emphasize that this document initially concerned exclusively the internal work of the TCC and the Joint Venture and did not create obligations, restrictions on the rights and freedoms of citizens of Ukraine. Despite this, his appearance on the network led to numerous manipulations, discrepancies and even illegal actions to prevent the movement of citizens, which became the basis for discrediting the Armed Forces of Ukraine and the military-political leadership of the state,” Zaluzny said.
Recall, on July 5, the General Staff of the Armed Forces of Ukraine stated that those liable for military service to travel outside the regions must obtain permission from the Territorial Center for Recruitment and Social Support (TCC and SP). The department noted that in connection with the return of a large number of men to their homes, there was a need to update the credentials of those liable for military service in order to understand the possibilities of the mobilization resource.
On the same day, President of Ukraine Volodymyr Zelensky asked the General Staff not to make such decisions without him, and instructed the Minister of Defense and the command of the Armed Forces of Ukraine to prepare a report on this issue.
