UN High Commissioner for Human Rights Michelle Bachelet said on Tuesday that both sides in the Ukraine conflict violated applicable international norms during the war, although Russian forces did so on a much larger scale.
“While we should still have access to territories occupied by Russian troops, we have documented that both sides have committed violations of international human rights law and international humanitarian law,” he said, presenting his office’s latest report on the situation in Ukraine.
“Although on a much smaller scale, it also seems likely that the Ukrainian armed forces have not fully met” those standards in the country’s eastern territories that are Russia he wants them to be under his complete control and where he concentrates his military capabilities.

Separately, his office reviewed 28 cases of conflict-related sexual violence, including cases of rape, gang rape, torture and forced public exposure.
Most of the incidents were committed in areas controlled by the Russian military, he said, but there were also reports of cases in areas controlled by the Ukrainian government.
