The creation of a web portal for court decisions on war crimes has been announced in Ukraine. There are now more than 140 thousand cases of war crimes registered in Ukraine. Decisions on these cases will be collected on a separate digital platform – War Crime.
This was discussed during the Second Annual Conference “Justice in National War Crimes Courts,” which was held in Kyiv under the slogan “Defending the Inevitability of Punishment.”
We are beginning to implement a big plan together with international partners – the USAID Justice for All Activities program – to create a digital search platform for War Crime. The State Judicial Administration of Ukraine and the State Enterprise “Information Judicial Systems” act as a technical partner of the High Council of Justice in this large-scale project. This is the first case for the Project Office on digital development, digital transformations and digitalization of courts, bodies and institutions of the justice system under the State Agrarian Agency of Ukraine War Crime, said Leonid Sapelnikov, Deputy Chairman of the State Agrarian University for Digital Development, Digital Transformations and Digitalization, at the conference.
It is announced that the platform will provide fast and open access to court decisions and will allow lawyers and researchers to track judicial practice in war crimes cases, as well as open up more tools for analysis and systematization.
Sapelnikov recalled that after conducting, together with international partners, technical and functional audits of the Unified Information System, deep reforms and changes in approaches to the development of judicial information systems were announced.
Among them:
- full automation of work processes; UX/UI review;
- simplifying the user experience and ensuring accessibility for everyone;
- approach of building a system based on a packaged architecture to facilitate updates and scaling;
- ensuring interoperability and reuse of services; implementation of international information security standards;
- improving analytical capabilities to make more informed decisions;
- implementation of a Project Office for effective coordination of the development of new IT products.
