Russian dictator and war criminal Vladimir Putin introduced a bill to the Russian State Duma to ratify the Comprehensive Strategic Partnership Treaty between Russia and North Korea. It was published in the Duma’s legislative activity database on October 14.
The package of documents accompanying the draft law also contains the text of the agreement. In particular, in Art. 4 of this agreement states:
If one of the Parties is subjected to an armed attack by any state or several states and thus finds itself in a state of war, the other Party will immediately provide military and other assistance with all means at its disposal in accordance with Art. 51 of the UN Charter and in accordance with the legislation of the Russian Federation and the Democratic People’s Republic of Korea.
The contract will enter into force after the parties exchange instruments of ratification.
Putin and Kim signed the treaty on June 19 during the Russian dictator’s visit to his fellow tyrant in North Korea. Soon the text of the agreement was published by the Korean Central News Agency.
As the South Korean Yonhap agency noted, Article 4 of the treaty, regarding military assistance, almost completely repeats Article 1 of the Treaty of Friendship and Mutual Assistance between the USSR and the DPRK of 1961.
Western publications reported that North Korea supplies Russia with artillery shells that are used in the Russian-Ukrainian war. In addition, military engineers from the DPRK are helping Russian troops strike Ukraine, and the North Korean military is participating in battles on Russia’s side.
On October 14, Ukrainian President Vladimir Zelensky announced that the DPRK was “actually joining the war.” He also said that North Korea is not just transferring weapons to Russia, but is actually sending its citizens to fight in Ukraine in Russian troops.
