According to one of the officials contacted by the publication, the Ukrainian victory plan has not been made public due to the fact that Ukrainian officials are likely to use “the element of strategic uncertainty to move forward.”

As Bloomberg added, Zelensky has become more inclined to compromise, despite public statements about the immutability of his “peace plan.”
