Ideologist of the war against Ukraine detained – SBU

Dmitry Chistilin was detained when he tried to return to Moscow through the territories of third countries.

The special services of Ukraine, together with foreign partners, detained Dmitry Chistilin, one of the ideologists of the armed invasion of Russia. The SBU reported this on Tuesday, October 8.

It is indicated that Chistilin is an assistant of Sergei Glazyev, former adviser to Vladimir Putin, as well as one of the main “moderators” of the seizure of Crimea, Donetsk and Lugansk regions and the developer of the “Strategy to Information War”, which justified Russia’s full-scale invasion of Ukraine.

According to the SBU, in 2016-2024, Dmitry Chistilin prepared a number of “analytical materials” for the Kremlin, in which he supported the armed aggression of the Russian Federation and the “integration” of the temporarily occupied regions of Ukraine into Russia. His publications aim to carry out informational sabotage against our state.

Chistilin actively participated in promoting the interests of the Kremlin outside the Russian Federation. He orchestrated interference in electoral processes in Eastern and Central European countries in favor of Moscow.

“Assumed to be acting on behalf of the Ukrainian public, the defendant took part in the so-called “round table” with European countries in such events, he spread the narratives of the Kremlin, hoping to reduce support for Ukraine from partners in the West.

It was after Chistilin’s participation in one of these “forums” that he was detained for cooperation with Moldovan law enforcement officials when he tried to return to Moscow through the territories of third countries.

The defendant, who left Ukraine even before the start of the mass invasion of the Russian Federation, is in custody and received suspicion under two articles of the Criminal Code:

  • high treason committed under martial law (Part 2 of Article 111);

  • justification, recognition as legitimate, rejection of the armed aggression of the Russian Federation against Ukraine, glorification of its participants (Part 3 of Article 436-2).

Currently, the facts of their assistance to the military intelligence of the Russian Federation are documented, in particular, in the creation of mechanisms to avoid the sanctions imposed against Russia.

Dmitry Chistilin faces life imprisonment with confiscation of assets.

Earlier, the chief designer of ZALA and Lancet drones was suspected. Alexander Zakharov is the owner of the Russian company Zala Aero Group.

Pushilin was informed of the suspicion for the deportation of Ukrainian children
