The Cabinet of Ministers approved the draft State Budget for next year. Prime Minister Denis Shmyhal announced this on September 12.
“Despite all the challenges and uncertainties, we are already submitting the third budget during a full-scale war at a time when revenues are expected at the level of UAH 2 trillion budget expenditures are planned at UAH 3.6 trillion,” he said.
According to Shmygal, the priority of this budget is the defense and security of Ukraine. All internal resources are devoted to these goals.
Defense spending will increase to at least 2.22 trillion hryvnias, and there will be more money for Ukrainian weapons, equipment and drones.
The second priority is the funding of protected items in the budget. The government allocates more than UAH 400 billion for social protection. Pensions will be indexed, subsidies will be paid to all those in need.
UAH 211 billion will go to health care, almost UAH 170 billion to education.
The third priority in the State Budget is to support regions and businesses. Local budgets will continue to receive assistance through subsidies and subsidies.
Shmygal said the funds are provided for lending programs and grants for entrepreneurs. The humanitarian demining program and the Osel program will also be extended.
The head of government added that this budget change is the implementation of a new model for the management of public investment projects, which will make capital expenditures more transparent and efficient. The priority is, in particular, reconstruction, energy projects and the implementation of the new policy of veterans.
Let us remind you that the Verkhovna Rada adopted in the first reading the bill No. 11417 on increasing defense spending in 2024 by 500 billion Hryvnia.
As reported, the security and defense sector received one trillion hryvnias from the state budget in January-July 2024 – 58.1% of the total amount of general fund expenses.
