The government has approved the draft state budget for 2025.
Prime Minister Denis Shmyhal announced this today, September 13, on his Telegram channel.
Revenues are expected to be at the level of 2 trillion. Budget expenditures are planned at the level of 3.6 trillion UAH, he noted.
Shmigal named three budget priorities for next year:
- defense and security of Ukraine. All domestic resources will again be directed to these goals. Defense spending will increase to at least UAH 2.22 trillion. There will be more money for Ukrainian weapons, equipment, drones;
- financing of protected budget items More than 400 billion UAH will be allocated for social protection. Pensions will be indexed, and subsidies will be paid to all those in need. 211 billion UAH will be directed to healthcare and almost 170 billion UAH to education;
- support for regions and businesses. Local budgets will continue to be helped through grants and subventions. Funds are provided for preferential lending programs and grants for entrepreneurs. The humanitarian demining program and the Yeselya program will also continue.
The innovation of this budget will be the implementation of a new model for managing public investment projects, which will make capital expenditures more transparent and efficient. In particular, the priority will be restoration, energy projects and the implementation of a new veterans policy, the prime minister noted.
The country’s main financial document for 2025 is aimed at ensuring that Ukraine survives and wins. I thank everyone who is fighting for this, he added.
