The former assistant to a member of the Verkhovna Rada Committee on National Security, Defense and Intelligence, who was convicted of treason, is to be exchanged in the Russian Federation as a prisoner of war.

On February 14, 2024, the Shevchenkivskyi District Court of Kyiv sentenced Igor Garmashov to 12 years in prison. Garmashov, who had been cooperating with the Russian FSB since 2014, pleaded guilty.
Since 2019, he has been a pro bono assistant consultant to Yuriy Zdebsky (Servant of the People), a member of the Verkhovna Rada Committee on National Security, Defense and Intelligence.
At the same time, Garmashov sent photocopies of documents marked for official use to his handlers from the enemy special service. He did this for money. From February 2014 to February 2022, Garmashov received at least $71,000 from the FSB.
On July 5, 2022, Garmashova was detained by the SBU.
On August 23, 2024, the Coordination Headquarters for the Treatment of Prisoners of War included Garmashov in the list for exchange as a prisoner of war. Although, according to Article 4 of the Geneva Convention, only combatants, militia members, and resistance movement participants can have this status.
However, the Headquarters had previously included in the lists for exchange as prisoners of war those convicted of treason who expressed a desire to be exchanged to Russia. The Headquarters explained this by saying that they had met the needs of such convicts halfway.
