The Ukrainian Military Pages publication reported that this is how they are implementing a system for managing military careers based on military rank.
The main goal of the strategy is to staff the Armed Forces of Ukraine with motivated personnel and to keep them in service for a long time.
This is done by increasing the prestige of this service, creating favorable conditions for professional growth and ensuring a high level of social protection. The transformation of the personnel management system is envisaged, including by introducing a career management system for military rank.
First of all, it is planned to make changes to the laws necessary for the implementation of a career management system based on military rank, eliminating the possibility of assigning them early and the mechanism for rotating military personnel in equivalent positions (within the military rank and military registration specialty).
“Military” writes that the draft strategy has much in common with the Concept of Military Personnel Policy of the Ministry of Defense for the period up to 2025, which was approved on September 14, 2021 by then Minister of Defense Andriy Taran.
The issues of rotation by positions were actually transferred from the Concept, because it was never implemented – they were unable to equalize the pay for positions that provide for the same rank, and this is the main condition for rotation.
It is expected that a new procedure for assigning military ranks will be introduced, with the introduction of not only a minimum, but also a maximum period of service in the rank. For example, in the rank of “lieutenant” it will be possible to serve for no less than 1 year, but no more than 10 years.
The main idea is to introduce the principle of “grow up or go and give way to someone better than you”, when officers and sergeants who have reached the maximum term of service in a military rank and do not demonstrate the potential for promotion will be discharged from military service, which will open the way to a career of proper growth for the most talented, motivated and professionally trained military personnel.
Promotion is planned to be carried out on a rating basis based on assessment, the publication noted.
