Once the law and the Rome Statute enter into force, the state will enter full membership of the International Criminal Court and participate in the Assembly of States Parties to the ISS.
On August 24, President Vladimir Zelensky signed a law ratifying the Rome Statute of the International Criminal Court and its amendments. This is stated in the law card on the website of the Verkhovna Rada.
The Rada adopted this law on August 21. The purpose of the law is to carry out the domestic procedures necessary for the entry into force for Ukraine of the Rome Statute of the International Criminal Court and its amendments adopted by the Assembly of States Parties to the Rome Statute.
Requests from the ISS for cooperation can be sent both through diplomatic channels and directly to the Office of the Prosecutor General (on issues of investigation and trial) or to the Ministry of Justice (on issues of execution of sentences and other decisions of the International Criminal Court adopted as a result of consideration of the case).
Ukraine also says that ISS requests for cooperation and any accompanying documents must be sent in Ukrainian or accompanied by a Ukrainian translation.
The document ratifying the Rome Statute states that Ukraine will not recognize the International Criminal Court’s jurisdiction over war crimes for 7 years when it comes to Ukrainian citizens.
The Rome Statute shall enter into force for Ukraine on the first day of the month following the 60th day after the date of deposit of the instrument of ratification with the Secretary-General of the United Nations.
After the entry into force of the law and the Rome Statute, the state will enter full membership in the International Criminal Court and will be able to participate in the Assembly of States Parties to the International Criminal Court and formulate the policy of the International Criminal Court, nominate its candidate for the position of judge, approve the distribution of the budget of the International Criminal Court to ensure the proper investigation of Russian crimes in Ukraine, participate in the elections of judges and other elected officials (including the prosecutor of the ISS) , influencing the development of changes to the Rome Statute.
