Today, August 22, the Verkhovna Rada adopted in its entirety the European integration bill No. 10411 “On Amendments to the Customs Code of Ukraine to Implement Certain Provisions of the Customs Code of the European Union.”
293 elected representatives voted for the corresponding decision. This was reported by People’s Deputy Yaroslav Zheleznyak on his Telegram channel.
The explanatory note to the bill notes that it proposes, “taking into account best European practices”:
- introduce new terms and bring the current terminology of the Code into line with the terminology of European legislation, in particular Regulation No 952/2013;
- introduce the concept of customs representation, similar to that which operates in EU countries, defining the general principles of representation, dividing the types of representation into direct and indirect, and delineating the responsibilities of the subject of foreign economic activity and the customs representative;
- improve the criteria for granting authorizations, as a consequence of the existing need to eliminate inaccuracies in wording after the start of consideration of applications for authorization to apply simplifications;
- introduce a European approach to generalizing provisions regarding customs regimes.
This is a number of our obligations to the IMF, the World Bank and the EU. Next, we are waiting for the vote for 6490d (a bill on amendments to the Customs Code of Ukraine to establish the specifics of service in customs authorities and certification of customs officials – ed.) and the beacon will be fulfilled, – Zheleznyak noted.
