The US Treasury Department has issued two licenses extending the term of permission to complete transactions with the Russian Moscow Exchange, the National Clearing Center (counterparty of currency agreements on the Moscow Exchange) and the National Settlement Depository, against which US sanctions were imposed on June 12.

The texts of the licenses were published on the website of the US Treasury Department today, August 2.
Previously, the relevant permits were valid until August 13, but now their term has been extended until October 12, 2024.
The document allows the completion of the following operations:
- closing transactions with blocked institutions if payments are made to special blocked accounts;
- the sale or transfer of debt obligations or shares issued or guaranteed by these institutions if the purchaser is not a U.S. person;
- completion of debt and equity agreements entered into prior to June 12, 2024;
- closing of derivative contracts concluded before June 12, 2024, provided that payments are made to blocked accounts.
At the same time, the document prohibits transactions related to correspondent accounts and operations with the Central Bank of Russia, the National Welfare Fund of Russia and the Ministry of Finance of Russia.
In addition, until November 1 of this year, transactions with the NCC related to oil, oil products, gas and other energy resources were permitted.
A similar authorisation was also issued today by the UK’s Financial Sanctions Enforcement Office, which expires on 12 October.
